The Energy Conservation in Buildings research, pilot and demonstration programme promotes the development of energy-efficient technology in building construction. The programme complements the work of public-sector research institutes and various private-sector schemes by bridging specific knowledge gaps, encouraging the refinement of promising technologies and demonstrating the state-of-the-art so as to encourage its wider application. It is hoped that lower costs and increased energy efficiency will provide incentives for a more widespread implementation of energy-saving measures, particularly on refurbishment schemes.

Apart from energy conservation, attention is also devoted to the ecological implications of energy use so as to ensure that no environmental drawbacks result from improved energy efficiency.
